A letter initiated by Cambridge Zero Director Professor Emily Shuckburgh tells the Prime Minister that the latest global report on climate change demonstrates now is the time to channel all our efforts into renewable energy: “Last Monday the IPCC made it clear that immediate action is required to avert a climate catastrophe. Now is the time to be investing in the technologies of the future, not the past.”

Dear Prime Minister,
We are writing as members of the research community on climate science and other related disciplines to call on you to ensure the UK once again demonstrates international leadership by acting on the latest warnings about the escalating climate crisis. This means including in the forthcoming revised Net Zero Strategy a commitment not to approve any new development of onshore or offshore oil and gas fields.
Earlier this month, your Government along with 194 other Parties approved the Summary for Policymakers of the Synthesis Report of the Sixth Assessment Report by the Intergovernmental Panel on Climate Change (IPCC). This authoritative report stated clearly that there is a rapidly closing window of opportunity to secure a sustainable and liveable future for all.
The sober but devastating report warned that the world is already experiencing widespread impacts of climate change, including changes in extreme weather, in every region across the world. It pointed out that, on current emissions trends, the world will soon experience warming of more than 1.5°C. Perhaps most worrying, climate-related risks across all of the IPCC’s ‘reasons for concern’ were deemed to be greater than previously assessed.
The risks and projected adverse impacts and related losses and damages from climate change escalate with every increment of global warming. These include increases in heat-related illnesses and deaths and climate-related diseases, coastal and inland flooding, more intense storms, an increase in weather that leads to wildfires, and a decrease in food production in some regions. Climatic and non-climatic risks will increasingly interact, creating compound and cascading risks that are more complex and difficult to manage, and will reverberate around the world. The UK and the rest of the world will find it increasingly difficult to deal with the direct and indirect consequences of further warming.
The report concluded that if the world is to have any reasonable chance of limiting warming to 1.5°C, it will need to make rapid and deep and, in most cases, immediate cuts in greenhouse gas emissions in all sectors this decade, with carbon dioxide emissions reaching net zero by 2050. The report also provided the IPCC’s gravest warning yet of the dangers of continued expansion of coal, oil and gas reserves. It concluded that the projected carbon dioxide emissions from existing fossil fuel infrastructure, without additional abatement, would be sufficient to exceed the remaining emissions budget that would limit warming to 1.5°C. This means that, unless some reserves are left in the ground or only consumed with emissions abatement technologies such as carbon capture and storage (which have yet to be proved at scale), we already have more than enough coal, oil and gas to overshoot what is deemed our best hope of maintaining a liveable climate.
The UK has previously shown that it understands the magnitude of the risks the world faces from the climate crisis and has repeatedly shown global leadership. In 2008, it became the first major economy to introduce a legal target for significantly cutting greenhouse gas emissions through the Climate Change Act. In 2019, you and other Parliamentarians voted to amend the Act and the UK became the first major economy to set a legal target for achieving net zero emissions by 2050.
However, if the UK allows any new development of oil and gas fields, it will severely undermine those claims of leadership by contributing to further oversupply of fossil fuels, and making it more difficult for the world to limit warming to 1.5°C. Therefore, the UK should commit to preventing any new oil and gas field development, and the Government should state this commitment clearly in the forthcoming revised Net Zero Strategy.
There are those who might claim that stopping new developments of oil and gas fields would raise concerns about the affordability and security of future energy supplies, but there is now overwhelming evidence that the UK is far better served by a rapid transition to domestic clean energy sources, particularly renewables, and decarbonisation of our economy. Doubling down on fossil fuels will not lower energy bills or enhance our energy security.
The IPCC emphasised that feasible, effective, and low-cost alternatives to fossil fuels are already available. If the UK had moved more quickly in this direction in the past, it would not have been so exposed to the energy and cost of living crises caused by interruptions in supplies of fossil fuels following Russia’s invasion of Ukraine.
Furthermore, numerous analyses, including an independent review led by Chris Skidmore which was published by your Government earlier this year, shows that investments in a net zero economy will generate jobs and growth across the UK. The evidence is overwhelming that our net zero ambitions are good for lives and livelihoods across the UK.
The IPCC report stated: “The choices and actions implemented in this decade will have impacts now and for thousands of years”. Hence, the choices made by you, as the UK’s Prime Minister, about tackling the climate crisis will have far-reaching consequences, not just for your children and their children, but for the whole of humanity.
This is now a moment for political leadership. Please act to make the UK and the rest of the world safer and more prosperous for current and future generations.
